According to the spokesperson of the Defense Ministry, Artsrun Hovhannisyan, today, in addition to the type of weapons used previously, Azerbaijan started to use its own accumulated ТОС 1 heavy flame-throwing systems in its arsenal in the line of contact between the Karabakh-Azerbaijani conflict forces. Note that Azerbaijan purchased ТОС 1 systems from Russia without paying in advance, so to speak, by verbal agreement. Russian media addressed this issue in March. Russian “Kommersant” newspaper wrote that Russian Deputy Prime Minister Dmitry Rogozin’s meeting with Azerbaijani President Ilham Aliyev took place on March 3 in Baku, during which the parties were to discuss also the military cooperation between the 2 countries. According to the same source, due to the dropping in energy resources –the oil prices, Azerbaijan is unable to pay Russia for the supply of weapons, including by the agreement signed earlier for ТОС 1 systems. What agreements have these two sides reached and whether Azerbaijan has paid its debt, the Russian sources are silent. Nevertheless, the international oil prices continue to stay low so far. Recall that our strategic ally Russia, so to speak, has displayed a non-proportionate approach towards Armenia. Russia has never sold weapons to Armenia “on credit”, instead, it has rendered a loan of 200 million dollars that should be directed at the procurement of Russian-production military equipment.
