“That means this issue is also part of the negotiation process. It is clear that Armenia should speak out that Kharabakh can’t be part of Azerbaijan or subject to Azerbaijan. It is clear that this will be discussed and Azerbaijan won’t agree with it”, in interview with Aravot.am said the political scientist Stepan Grigoryan referring to the observation of the OSCE Minsk group’s co-chair Igor Popov that consideration of the NKR as a part of Azerbaijan is an element of the negotiation process.
The political scientist also considers necessary the installation of equipments in the contact line between opposing forces of Kharabakh and Azerbaijan, which will help to determine which side opened the fire: “We must demand if they don’t do so, we will not consider it correct to negotiate. We must show willingness to negotiate and meanwhile to say if these issues are not solved, it is useless to negotiate, as Azerbaijan “negotiates” and then starts a war. It is also necessary to withdraw the snipers”.
The co-chairs’ announcement that it is not the function of the Minsk group to find out who attacked first and they don’t have a mandate to start an inquiry, Mr. Grigoryan responded: “How happened that during the last five years the Minsk group speak out about the sniper issue, and about the equipment during last year? Therefore it is also included in their functions to record from which side is shooting”.
Referring to the new possible ceasefire agreement Stepan Grigoryan said: “Without the representatives of Kharabakh Armenia doesn’t have right to sign anything where Azerbaijan puts its sign. Because we have a ceasefire agreement in 1994, in which there are signatures of Kharabakh, Azerbaijan and Armenia”.
