“The international community has established an International Criminal Court as a tool for such cases,” – said the honorary president of the Open Society Foundations, Aryeh Neier, on April 22, in response to the question of Ani Zakharyan. Chairman of “New political culture” party, Ani Zakharyan, wondered that the international community’s and the UN Security Council’s predetermined activities failed and the calls are not subject to legal responsibility, so what mechanisms must be used to raise the activities of the UN Security Council in this region too in today’s contemporary period.
Aryeh Neier noted that neither Armenia nor Azerbaijan are members of this Court, therefore the International Criminal Court is not competent to investigate the war crimes in this four-day war. In such a case, it is possible for the Security Council to submit the case to the International Criminal Court and we have a few examples of it. “Armenia can invite the International Criminal Court to investigate the case. And if there are crimes committed in the territory of Armenia, it will fall under the jurisdiction of the International Criminal Court to deal with the problem,” said Neier.
