“Azerbaijan has been punished for its committed crimes in general, why only for Ramil Safarov’s case, recall all the genocides against our nation in Baku and Sumgait. Azerbaijan nowadays continues awarding the war perpetrators and declares them national heroes,” says lawyer of Chamber of Advocates, Tigran Atanesyan.
Note that Ilham Aliyev has awarded the one who decapitated the soldier Kyaram Sloyan who was posthumously declared a hero in this four-day war. To our question about the steps that the Armenian side should take to bring the perpetrators of such crimes to responsibility in the international instances, the lawyer said, “There are a few options, you can appeal to the European Court of Human Rights, a criminal international tribunal irrespective of the fact that neither we nor Azerbaijan constitute the part of it, the tribunal has the right to investigate war crimes because the decapitation of a soldier is a war crime and a violation of numerous Conventions. It is a torture that is regulated by the humanitarian law. Eventually, there is a UN Human Rights Committee, a Committee for the Prevention of Torture to which we can appeal on these matters but we have allowed oversight for the case of Ramil Safarov.”
NA MP Shushan Petrosyan in an interview with us told that she is very excited by Azerbaijanis barbarity against the Armenian soldiers, “I have even got ill.” She believes that Ilham Aliyev would not have awarded the Azerbaijani decapitating Kyaram Sloyan if, during the awarding Ramil Safarov, the Armenian side had taken necessary actions and had not allowed oversight. She suggested translating the information on awarding the decapitator of Kyaram Sloyan into foreign languages and disseminating among international press.
