Announcement of the Forum of Refugees from Azerbaijan SSR

(in connection with the Resolution of PACE “The border people of Azerbaijan are wilfully deprived of potable water”).

          The worst apprehensions of the Forum of Refugees from Azerbaijan SSR are fulfilled,- the Parliamentary Assembly of the Council of Europe adopted another special-purpose Anti-Armenian resolution (“The border people of Azerbaijan are willfully deprived of potable water”). Concerning the other project (“Escalating violence in Nagorno-Karabakh and other occupied territories of Azerbaijan”) many people stress the fact of its rejection, whereas we lay emphasis on the fact of its drafting and inclusion in the agenda of an authoritative European institution.  Ipso facto the escalation of premeditated destruction of Armenians in Sumgait, Baku, Kirovabad, Nakhichevan and everywhere in Azerbaijan with concomitant house-to-house sadistic destruction of children, femicides, slaughter of old folk, males that developed into the genocide, received now a next authorization for legitimacy and encouragement to its continuation. Thereby it was acknowledged once more that all what happened in respect of the Armenians from 1988 to the present day on the territory of the former Azerbaijan SSR, completely coincided with what took place in respect (not only) of Armenians on the territory of the former Ottoman Empire, and what was recognized as genocide by many countries and international structures. Completely coincides with what happens nowadays on the area of the former Ottoman Empire in respect of Armenians (and not only with them) using the same methods, the same unbounded cruelty, the same lies, manipulated by the same players behind the scenes that pursue the same criminal purposes. And the most important is the fact that what took place then, as well as now, is neither spontaneous, nor accidental. We have enough reasons from now on to call all things by their proper names and consolidate all peoples around the world that had not lost human shape to prevent the atrocities bordering on genocide and exclude its occurrence in future.

So, we accuse, first of all, the governments of states – the leaders of today’s Europe and the world: Great Britain, Germany, Russia, France, the United States, of a purposeful (sometimes unwittingly) promotion, instigation, initiation, direction, covering up of actions aimed at the destruction, deportation, scattering of the Armenians of Western Caspian region since 1988 to this day.

With this aim in view they:

1)   Replaced the general problem of the process of restoration of the rights of indigenous peoples (as well as of other religious groups, etc., strata of population) of  the Western Caspian, by the “problem of Nagorno-Karabakh conflict”, whereas the question of Karabakh, updated in 1988, – is only a small part of the problem of state system of Western Caspian region, the legal issue, periodically aggravated for nearly a century since the creation of Azerbaijan SSR. Numerous problems of the Republic of Azerbaijan, such as the conflict with Karabakh, and a number of others, are collisions of the universal democratic rights and of archaic, oriental-type regime in the Western Caspian.

It is precisely to this nature of problem and its bitterness is indicating the fact that after Karabakh proposed to bring its legal status in accordance with the desire of its people for self-determination, as  the destruction of Armenians began far beyond the Karabakh borders: in Baku, Sumgait, Kirovabad, and elsewhere. Such cases did not occur anywhere else in the USSR: the claims to the new status of Abkhazia, Dnieper, Chechnya did not bring to persecutions, all the more – to killing of Abkhazians, Russians, Chechens, respectively, in Tbilisi, Chisinau, Moscow. This fact alone required of leading states, of all the structures of international community to show special scrupulousness in assessing the events in the Caspian region, a clear qualification of what happened and ways for solution of existing problems. But the current political interests of the powers demanded adoption of different approaches and transition to the concepts of “territorial integrity”, “separatism”, “exchange of territories”, etc. and eventually led to genocide and the reciprocal efforts to prevent that – to a full war.

2)   The recognition of the independence of Azerbaijan was held with violation of an international law, the disastrous consequences of which were the unleashing of a full-fledged war and genocide in the region. The Law of the USSR on the order of severance of a union republic from the USSR envisaged for procedures, the complying with which was aimed exactly at prevention of clashes.  Thus, the recognition of the sovereignty of Azerbaijan was conditional upon the fulfillment of all the requirements of the law via referendums “on succession” and separate recording of results for autonomies in the Republic (Nagorno Karabakh Autonomous District and Nakhichevan ASSR), while in regions of compact residence of various nationalities separate solutions for these regions were assumed. Violation of these norms made the leading countries of the world accomplices of subsequent crimes both against the Armenians (pogroms, deportations and attempts of complete destruction, which in totality is qualified as a crime of genocide), and against other nations and social groups.

 

3)   The self-defense forces of Karabakh that saved from genocide (after withdrawal in 1992 of Soviet/Russian troops),  hundreds of thousands of lives of both the local Armenian residents and the refugees from other regions of Azerbaijan, was paraphrased as the “national liberation ” and even the “separatist”, and worse of all the “foreign intervention forces “,- in the best imperial traditions of the stimulation of continuous bloodshed  by inversion of the executioner and victim.

  • Even after cessation of hostilities, the Armenians surviving the pogroms in various countries

of the world were forbidden to settle in the areas that they consider as liberated (liberated from a

machine of pogroms and genocide guided by the Baku regime). International organizations that

were responsible for accommodation and assistance to refugees, the representatives of respective

states prohibited from doing that in the liberated areas – the only part of their homeland relatively

safe for refugees.And a single country, exerting at least some help to settlers putting down roots, –

the Republic of Armenia, was enforced under unparalleled pressure to give up the majority of its

steps (it remains no doubt in that after checking the directions of International Crisis Group and

relevant actions of RA government). So, depriving the Armenians of an opportunity of return to

lares and penates, habitual life style, established communities, the leading powers stimulated the

posterior deportation (further to that realized by the Baku regime) of Armenians from the Western

Caspian.

5)   With recognition of the places of residence of refugees as occupied, the military activity of Baku regime along the borders of the places of residence of refugees was stimulated. Due to that, even after the end of hostilities the Baku regime maintained the assassinations and the threat of death as the main tool of deportation of Armenians. Such a policy against Armenians made it impossible to stay in the territories for other peoples and groups and forced them to leave their places of residence.

With allowance made for all these circumstances, the peoples and organizations, communities and countries (be it in Europe or Asia, America or Australia), aiming at establishment of peace in the region should:

  • Condemn the imperial policy of flouting international norms and rules of playing the destinies of people and the world, regardless of whoever it comes from.
  • Eliminatе all restrictions for citizens of Azerbaijan SSR expelled by the Baku regime from their places of residence, for settlement and organization of normal life in areas out of the regime control; provide every possible aid and support to them. Then the nature of the conflict would be clarified,- the state-legal structure of the West Caspian region, and actions required for their resolution would be apparent.
  • Under conditions when the claims of the international community to the Baku regime rapidly build-up in virtually all areas of life, the normalization of situation requires appropriate discussions and coordinated actions between all organized groups of residents of the West Caspian, seeking for the possibility of peaceful and constructive life and collaboration.
