May 18,2016 20:03

After the Sargsyan-Aliyev meeting in Vienna, Sergey Lavrov was talking about the concessions that both Baku and Yerevan are ready to make concessions. He was pointing out the Kazan document in his statements. Today, Aravot.am asked NA Committee on Foreign Relations, Artak Zakaryan, whether it is possible for the document that Lavrov indicates to become the basis for the new negotiations, replied, “Today, we are discussing one issue and it is a matter of preservation of fully guaranteed ceasefire and the issue of an appropriate mechanisms that will help prevent Baku from future aggressive actions and militant actions. The moment I read or listen to official statements made by Baku where Aliyev is talking about the use of the right to self-determination of Nagorno-Karabakh, at that time I will begin to believe the option of possible concessions.”

We clarified what concessions they are talking about, Artak Zakaryan replied, “Now, I see concessions in Baku and I am expecting concessions in Baku.” Artak Zakaryan considers the meeting of the presidents an achievement, “the ice has been broken,” “I think an achievement that the statement of co-chair countries clearly spells out the need for introducing mechanisms for the preservation of the ceasefire regime. This is today’s program, as for the rest, we must speak in the future tense. When the investigation mechanisms are introduced, it would already be logical to make targeted statements of who has violated the ceasefire regime.” To our question of whether he sees possibility that Karabakh will return to the negotiating table, he replied, “Yes, I do not only see, it is also a necessity.”
