“It is difficult for me to imagine that the Armenian side can make one-sided concessions, similarly, it is unlikely for the Azerbaijani leadership to make concessions in this situation. In that case, Azerbaijani leadership must make quite serious and difficult choice: either to try to launch a new resumption of hostilities in this situation or must give its consented on creating some international guarantees in the contact line to some extent,” – said political analyst Sergey Minasyan today at “Pastark” (Argument) club. He does not predict any major progress in the talks but thinks that after the meeting of the presidents, Azerbaijan’s military and political leadership will face a real serious choice.
He also expressed an opinion that the NKR negotiation process has appeared in an impasse, and without the introduction of confidence-building mechanisms, the meeting of the presidents may become meaningless, “Without the use of confidence-building mechanisms, the meeting of the presidents may not be held. Presently, the co-chairs are making efforts for the meeting to be held. The Armenian side will accept it and try to fulfill it. This meeting is unlikely to take place without these mechanisms. There are no essential expectations for the meeting. The process has appeared in a new impasse today. The expectations of the Azerbaijani side that after the four-day war Armenia will take one-sided concessions are not justified. In that sense, Azerbaijan is facing a new impasse.”
