The reason is Aliyev’s upbringing
A distance dispute stirred up between the two presidents ahead to the expected meeting of the President of Armenian Serzh Sargsyan and President of Azerbaijan Ilham Aliyev. At the “4th Global Baku Forum”, Azerbaijani President Ilham Aliyev made insulting and even cynical statements addressed to Armenia and personally President of Armenia Serzh Sargsyan. Yesterday, at the Presidential residence, after the meeting with Czech President Miloš Zeman, in an interview with the reporters, Serzh Sargsyan announced, “I expressed my concern to Miloš Zeman about Ilham Aliyev’s unbalanced behavior in recent days, the signs of which were not seen in Vienna. In particular, his speech delivered at the “4th Global Baku Forum”, with cynical qualifications about Armenia statehood and personal insults addressed to the President of the country, with whom incidentally, a few days later he is planning to discuss some issues, demonstrated a clear understanding of inadequacy with some thought of turning the history into mockery. I hope that this is something temporary, boyishness and will go away soon as we have a commitment to work seriously in the future. And I hope that this is not a conscious conduct aimed at bringing the Vienna agreements to nought.”
“Aravot” asked RPA faction MP Hamlet Harutyunyan whether this distance dispute does not cast a shadow on the upcoming meeting of the two presidents and diminish the expectations of it, Mr. Harutyunyan replied, “I would not say that this is a dispute as I have said a long time ago that Serzh Sargsyan is in a very heavy negotiation process, especially when we mean Ilham Aliyev’s inadequate stance at any moment.” Back to Aliyev’s conduct, Mr. Harutyunyan noted that “he does not follow the basic rules of politeness, which indicates that he has no right not only to rule the state but also has problems with upbringing.” According to the RPA MP, although he was brought up in the family of an academician mother and quite responsible father, however, apparently, because of the parents’ being too busy, he grew up on the street and does not have a proper upbringing. Hamlet Harutyunyan noticed that he first time sees that the president of the country can allow such cynical expression addressed to the president of another country.
To our observation that perhaps it is to the advantage of Ilham Aliyev to move the problem to a personal field, RPA MP replied, “What personal problems could Aliyev have with Serzh Sargsyan. It is from the field of interstate relations, where one of the parties displays an unbalanced conduct. It will cause anger with any leader of the state, a politician and eventually, any person.” By Hamlet Harutyunyan’s observation, “Tough negotiations are underway for Serzh Sargsyan from a personal point of view, as he is dealing with an immature person.” The MP continued, “All the children who receive education through their parents and relatives and occupy a place in some areas in life behave accordingly. Moreover, imagine a gambler whose father has closed all casinos in Baku because of him and he is given a state with such rich resources. But he does not know what the negotiation process is and how it is handled, the reason is that everything is given to him very easily.” Director of the Armenian Center for Political and International Studies, Aghasi Yenokyan, in an interview with us said that nevertheless, this distance dispute will have its impact.

By the assessment of the political scientist, “This creates a ground that if there will be no agreement, it would be possible to give a motivation of a personal insult to all this. In other words, if there is no political solution and the presidents are bot accused of the absence of a political will but simply to speak about personal problems.” To our observation that the dispute was kicked off by Ilham Aliyev, so whether Serzh Sargsyan’s response in this manner, opportunely, prior to the meeting was appropriate, Mr. Yenokyan responded, “They see that there is a possibility of some solution but at the same time, there are pressures on them not to follow this logic, therefore, they bring personal reasons.” To our clarification about what pressures they refer to, Mr. Yenokyan replied, “There could be, for instance, a pressure from the US to solve the issue and from RF – vice versa. It is a question which of the party’s pressures will be decisive in the end.”
To our reminder that Serzh Sargsyan had announced that the signs of such unbalanced behavior were not seen in Vienna, so whether this does not mean that a change in the political situation has occurred, Mr. Yenokyan replied, “Therewith, Serzh Sargsyan made a remark that the situation in Vienna was so that the pressures were great and Aliyev was demonstrating a consensual conduct but afterward, new developments were followed. Serzh Sargsyan has noticed that Aliyev has created a ground for his back off, and now, he is preparing a ground for him.”
