Strasbourg, 13 June 2016 – The President of the Congress, Jean-Claude Frécon, and the Minister of Territorial Administration and Development of the Republic of Armenia , Davit Loqyan, signed, on 9 June 2016 in Yerevan, a roadmap for the implementation of Recommendation 351 (2014) on local democracy in Armenia. The signing of this roadmap marks their commitment to pursue the co-operation and political dialogue initiated as part of the monitoring of the implementation of the European Charter of Local Self-Government, ratified by Armenia in 2002.
“The commitments made by Armenia in the field of local self-government are very significant and I can confirm that we will be able to comply with the timetable set for implementing them. The law on local self-government and the law on financialequalisation are central to our efforts,” Davit Loqyan said “We praise the exemplary post-monitoring process conducted with the Armenian authorities, in particular the fact that the remaining provisions of the Charter of Local Self-Government have been ratified.
The Charter now applies in full throughout Armenia. The ratification of those provisions bears witness to your government’s political commitment to improving local democracy in your country”, the Congress President said. He added that the Congress stands ready to support the Armenian government’s efforts in implementing the roadmap.
The roadmap ceremony ended with the presentation of the Medal “ConsiliumEuropae” by the Congress President to Davit Loqyan.
The countries which have ratified the Charter are bound by its provisions. The Charter requires compliance with a minimum number of rights which form the European foundation for local self-government. The Congress of Local and Regional Authorities of the Council of Europe makes sure that these principles are observed.
