“We were seeing all 5 points in a whole,” – said Deputy Chairman of the “Heritage” party, Armen Martirosyan, in an interview with Aravot.am, referring to the “4+4+4” format statement on the Electoral Code. He noted that the opposition forces had different suggestions but these 5 points existed in all proposals. According to him, the 5 points presented by the opposition were one united whole proposal, which was to ensure one voter, one vote, and one voting system. “I’m sorry but the opposition colleagues should not have taken this step. On the other hand, in essence, today, all the political forces that were once in the ruling power signed underneath the Electoral Code. There was no political force here who has never been in the ruling power, everyone was present and during all of them, the elections, unfortunately, were rigged. I’m sorry, but it seemed to leave the impression of Levon Ter-Petrosyan consolidation to unite around Serzh Sargsyan. I’m sorry that this is the situation,” –said the deputy chairman of the “Heritage” party. Armen Martirosyan raises a question, if there was no consolidation, then why the opposition forces signed this statement, “This signature already leaves the impression of consolidation, doesn’t it? And perfect amity in quotation marks that was taking place at the end, certainly, will be visible in the framework of it. I think it was obvious that the signing was not an end in itself, hence, the parties had some other background objectives. Incidentally, this format was a delegated one, and not all public forces were involved, for instance, the Eastern Partnership Civil Platform contains more than 200 non-governmental organizations and they supported these five points. There were forces that are not parliamentary forces of the opposition but they also supported, in other words, it turns out that these people had delegated the political forces and civil society representatives who participated in the negotiations on the adoption of all 5 points exclusively and without modifications. Because the modifications that were made, I, to be honest, have not managed to study completely about what mechanisms are laid down, but as the saying goes the old lady is not a know-all but much has happened in her life, it is clear that the authorities have laid down some mechanism.”
Armen Martirosyan stressed that no one was authorized the opposition to sign underneath a half-truth document, “Justice cannot be incomplete, we want to be a fair electoral process: free, fair and transparent. Justice and truth either exist or not. In this case, actually, there can be no problem of reaching a consensus.” He added that the “Heritage” party had issued a statement in early June that the complete adoption of 5 points would be acceptable for them, “And since it is not there, the process that took place is unacceptable for us.”
