“We must be ready to cede lands for the sake of peace and Artsakh’s status”

July 04,2016 15:00

Paruyr Hayrikyan discloses an excerpt from the conversation with Serzh Sargsyan

Paruyr Hayrikyan, Chairman of the Union for National Self-Determination (NSDU), does not consider the information received from the negotiations by the Azerbaijani side a surprise that the NKR conflict should be resolved by stages on returning at first five and then two regions, as Azerbaijan’s official position is known.

Note. Deputy Head of Azerbaijan’s Presidential Administration, Novruz Mammadov, has announced that the Presidents of Armenia, Russia and Azerbaijan have reached an agreement at the meeting on June 20 in St. Petersburg regarding solving the NKR conflict by the option of phases, “The conflict should be solved in phased manner, at first, five regions are freed and then two more. After this, the status of Nagorno-Karabakh will be determined. The parties have reached an agreement on these matters.” Later, RA Foreign Minister Edward Nalbandian had issued a statement refuting the Azerbaijani official’s revelations, “No agreement has been reached on the outcome of the conflict in the St. Petersburg Summit.”

Paruyr Hayrikyan does not consider it profitable to go into the details in the voiced and unconfirmed information by Azerbaijan, however, he believes that we must be ready for every option. In this case, our interlocutor does not consider his and several other politicians’ conversation years ago with President Serzh Sargsyan wrong. The reason for the meeting was “Absolute Democracy” Hayrikyan’s offer. “He said in the presence of all that I bear a responsibility before the people and I want peace and for the sake of lasting peace, including the status of Artsakh, I think that we need to be ready to cede lands. In other words, in principle, I know about his posture and do not consider it illogical,” said Paruyr Hayrikyan.

However, Hayrikyan initially considered the mistake in the format of negotiations, “If Armenia is involved in the negotiations, it must negotiate on all issues, if the negotiations refer to Artsakh, Armenia must withdraw and Nagorno-Karabakh must negotiate. This issue was not specified. Armenia was negotiating but the question “On what basis is Nakhchivan yours?” was not voiced. Hence, Armenia is wrong for not saying that Artsakh is the involved party, so negotiate with Artsakh.” The fact that some actions are taken without all Minsk Group co-chairs, Hayrikyan does not condemn them. He does not understand only one thing, “If the Minsk Group co-chairs do not participate fully, why is the Minsk Group for? There is both a Minsk Group and also Putin is solving separate issues, France invites to a meeting. This is dangerous. The Minsk Group must remain a Minsk Group. Putin is doing a separate thing, let him do it with the participation of the OSCE Minsk Group co-chairs.”
