The incidents of torturing the Armenian soldiers in the war in April will go to the UN

Pertaining to the incidents of torturing the Armenian soldiers in the war in April, Chairman of “Against Violation of Law” NGO, the first Human Rights Defender, Larisa Alaverdyan, informed Aravot.am that soon she will apply to the relevant UN Committees for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment. Note that 3 separate lawsuits are filed at the Prosecutor General’s Office of the Nagorno Karabakh: the beheading cases of 19-year-old Yezidi soldier Kyaram Sloyan, driver Hrant Gharibyan and 31-year-old Major-General Hayk Toroyan.

According to the findings of examinations, Kyaram Sloyan and Hrant Gharibyan were beheaded after death, while Hayk Toroyan was beheaded by Azerbaijanis alive. “Our expectations are very modest because we still do not have a positive experience, there were cases that we had consistently applied, but so far we do not have a completed process, when a clear assessment or approach will be manifested as it is done by the Human Rights Watch or other international public organizations, with their clear assessments,” – said Mrs. Alaverdyan.

According to her, although these two UN Committee give an assessment by studying the situation of given state, however, “Unfortunately, these mechanisms do not contain a requirement from the relevant UN instances to exercise sanctions against such cases.” NKR President’s spokesman, Davit Babayan, and other officials, in their interviews to a number of media, were claiming that the international community is obligated to respond to the facts of beheading and torturing the soldiers alive, as Mrs. Alaverdyan said, a direct response is not possible, “No immediate response happens but when the two UN Committees conduct a research on ill-treatment in given country, at that time, the response may follow.”

Pertaining to the cases of torture of Armenian soldiers, human rights defenders Artak Zeynalyan and Ara Ghazaryan have appealed to the European Court of Human Rights but they refused to present any details, saying that soon they will issue a press release.
