Generally, my interlocutor thinks that we are living in the government’s impunity atmosphere over 25 years, and after the independence, we have had only anti-democratic governments and parliament. As to what is the role of the intellectuals in the state-building, with its impersonal or servile stance to what extent it has contributed to the building of this vicious system, I tried to clarify Ruben Hakhverdyan’s view, an intellectual whose sharp criticism against the functionaries, oligarchs or idling officials often become a subject for extensive discussion.
