Let us collate several statements.
On May 20, Zhirayr Sefilyan announced, “In his May 17 famous interview, Serzh Sargsyan officially stated that he as a person holding the positions of a President of the Republic of Armenia who has assumed the commitment of ensuring the security of Artsakh and as a chief commander of the armed forces called to implement this commitment by military way refuses to exercise the commitment to restore the territorial integrity of Artsakh violated as a result of the Azerbaijani April aggression, as it can lead to deaths of soldiers; he as a person holding the position of the supreme chief commander of the armed forces is not against anyone’s voluntary commitment of restoring the territorial integrity of Artsakh.
I, Zhirayr Sefilyan, given the aforementioned, state that I with the volunteers enrolled by the initiative of the “Union of Shushi Special Battalion War Veterans” NGO am ready to assume the commitment of restoring the territorial integrity of Artsakh in a military way, therefore, I urge the RA citizens and Diaspora Armenians as well as the officers, warrant officers and soldiers of the Armenian Army to be volunteers in the military operations to restore the territorial integrity of Artsakh under my command.”
On June 8, the “Union of Shushi Special Battalion War Veterans” NGO came up with a statement asking for weapons, ammunition and uniforms from Serzh Sargsyan, “He applies to Serzh Sargsyan as a person holding the position of the supreme chief commander of the Armed Forces, reminding his public and official statement made on May 17, in which he has said that whoever wants can go and take those lost territories, and in response to this challenge, he claims for creating conditions for training volunteers, including providing required uniform, weapons and ammunition.”

Now, it turns out that another structure whose leader is Zhirayr Sefilyan is able to acquire weapons during this period but it is used not in Artsakh but on the patrol service regiment of the RA Police on July 17 aiming to carry out an armed attack and taking hostage.
