Facebook user Denis Dvornikov has posted a document on his page in the “Facebook” social network, which was provided by the Russian Embassy in Azerbaijan in response to the application of a Russian citizen Maria Valery Mirzoyan. According to Dvornikov, the Russian Embassy in Azerbaijan treats the citizens based on ethnicity rather than citizenship. Maria Mirzoyan applied to the Russian Embassy in Azerbaijan with a request to protect the rights of his brother who currently is under the supervision of Azerbaijani law enforcement. Russian Embassy in Baku responded to citizen Mirzoyan’s request as follows: “In June 23, 2016, according to information provided by the Azerbaijani Ministry of Interior Affairs, on June 9, 2013, Your brother on suspicion of committing a crime was detained by the employees of the Azerbaijani State Security Service. Currently, M.V. Ueldanov (Galustyan) is kept in the isolation cell and investigative operations are conducted on his case.
The Embassy staff, in defined manners, had applied to the Azerbaijani Ministry of Interior Affairs to give you a permission to visit your brother in the location of his detention. FYI, in the armed conflict between Azerbaijan and Armenia, the Armenian origin of your brother extremely complicates his protection. Without delay, we will notify you about M. V. Ueldanov (Galustyan) if additional information is available.”
