The NA of Armenia debated the draft of the project on “Making Amendments to the RA Law Human Reproductive Health and Reproductive Rights”. Deputy Health Minister Sergey Khachatryan said that the draft suggests banning single foreigners not being married in a defined procedure to use the services of a surrogate mother in Armenia.
In the case of using auxiliary reproductive technologies, at least one of the spouses must be the biological parent of the child. A DNA test should be done to approve his/her being a parent. The surrogate mother cannot be one who has previously acted in this status twice. Later, Mr. Khachatryan explained why there was a need to amend the law and to ban the foreigners using the services of a surrogate mother in Armenia unless they are married as prescribed by the law. He said that only a woman and a man can make a family in Armenia, “This is the reality and to avoid all other complications we have rejected one person, a foreigner, the chance of using this service here.” NA Deputy Speaker Eduard Sharmazanov was very happy with this amendment, “Children born in Armenia must live normal and in Armenian Christian value system rather than to be in families where there is … and so on, you understand what I mean.”
