“Impenetrable” removals

Why do the governments change in Armenia? We will never fully understand. Starting from Vazgen Manukyan as a resignation from the post of Prime Minister, and ending with the resignation of Hovik Abrahamyan the society does not have  articulate answer- why? there are hypothesis on the local, journalistic  or rumor level, but the official explanations are very stingy.

Let’s take even the last change. It is spoken about the Constitutional reforms and the new challenges they brought, but it is not spoken why the government of Hovik Abrahamyan does not match with those reforms and challenges. That is to say, in this case those features of the Prime Minister or the government should be enumerated that are necessary for the declared reforms.

It is clear why they removed the famous faces form the power. But it is not spoken out, which enables us to say , for example, that indeed they did not remove Surik Khachatryan, that he himself resigned. If it was said officially that these were the reasons for removing the governor of Syunik (about which Aravot, in particular,  has written at least ten times), then it would have been clear for the rest of the officials in which limits they should stay.

In case of odious faces (in particular, some ministers) particularly we can guess why they lost their positions, but in what, for example,  Armen Muradyan neglected his duties. Perhaps we will never know about it.

Not revealing the real reasons of the resignations of the officials is an old and good Soviet tradition. At the time they also removed people with the substantiation “according to own request” or “because of health problems”.  And suddenly you see that the writer of the own request or the one who had health problems, becomes an ambassador in a very distant country, for example in Gabon. In short, both at that time and now the mechanism works, which was described in the famous detailed description “What the hell, I will remove you according to your own request-letter” .

Decisions on personnel on the lower circles of the government are not interpreted in any way either. Several months ago during the former government, Deputy Minister of Agriculture Garnik Petrosyan was removed from his post. It happened in the framework of the government’s regular “optimalization and cost reduction” campaign, but still it is not clear why they removed Garnik Petrosyan and not other deputy ministers.

Yesterday it became known that First Deputy of the President of the State Revenue Committee Armen Alaverdyan was removed and again they did not say whether he had made any violations, whether he had collected taxes incorrectly, or he could not be placed within the scope of the constitutional reforms.

From my subjective point of view, by my journalistic understanding there were good expert, the professionals in their fields. Maybe I have got wrong impression on their work  or maybe at the higher circles of the government they know some facts about him, which are unknown to me, but in that case those facts should be made public. On the contrary again we will fall in arms of assumptions and intrigues. It is interesting what does the government mean when they say that they will work transparently.
