During the National Assembly-Government Q&A, the RoL MP Hovhannes Margaryan asked a question about the amendments in the RA law “On ensuring road traffic safety” which was written down by him. The draft proposes that the transportation vehicles for personal use, unlike the trucks and passenger transportation vehicles shall not be exposed to mandatory technical inspection. The MP said that our drivers without passing the inspection are just paying an amount on a piece of a paper. He asked about the government’s position on this issue because one year ago it had promised to consider the international experience and find a solution to the question.
Minister of Transport, Communications and Information Technologies, Vahan Martirosyan, replied that new system is elaborated regarding the technical inspection receipts, the receipts will be eliminated and instead there will be an e-system, “With regard to passing the technical inspection, the system will enable that without passing the actual technical inspection, the vehicle will not be registered in the e-system.” The special device will check which of the vehicles has passed the technical inspection and which has not. Hovhannes Margaryan shares the experience of Georgia saying that given the fact that the vehicles were not passing the technical inspection, they lifted it for the vehicles of personal use because each driver is interested in having his car in good order. The minister said that his position is different, all the vehicles should be exposed to technical inspection, hence the draft to introduce the new system will be ready soon.
