“Whatever violations happen they are always regrettable”, in an interview with Aravot.am said Christos Giakoumopoulos, Director of Human Rights, Directorate General of Human rights and Rule of Law, Council of Europe, referring to human rights violations during April war.
He said they expect that these violations will be investigated: “I think that case has reached Council of Europe through the normal procedures that we have either through the applications to European Court of Human Rights or through other procedures for instance by bringing it to Parliamentary Assembly of the Council of Europe or to the Human Rights Commission. So I think the Council of Europe will have the opportunity to make its position. There are quite often violations of this type originated in luck of proportionality of the use of force. So this is one of the most important elements of the human rights – keeping the proportionality. And I think that this is what we will also try to do”.
