“The problem is that the Azerbaijani side never conveys a positive spirit to the talks, otherwise the problem would have been solved a long time ago,” said RA Deputy Foreign Minister Shavarsh Kocharyan in an interview with Aravot.am, referring to Azerbaijani Foreign Minister Elmar Mammadyarov’s statement. Note that the latter speaking about the forthcoming meeting of the foreign ministers of Armenian and Azerbaijani in Hamburg has said, “we would have wanted to have a positive spirit but it does not turn out”, apparently wishing to show that the Armenian side is reluctant.
Note that the next OSCE Ministerial Council will be in Hamburg, on December 8-9, in the framework of which the foreign ministers of Armenian and Azerbaijani will meet. According to Shavarsh Kocharyan, we can have expectations from this meeting only when the Azerbaijani side will be constructive. “This lies in the fact that the agreements in Vienna and St. Petersburg must be fulfilled. This will create a ground for a progress in the talks,” added Shavarsh Kocharyan. Earlier, he had announced that the Armenian side never avoids meetings.
