The National Statistical Service has published “Women and Men in Armenia -2016” survey. The section “Governance and Influence” in the survey (the data are of 2015) mirrors the proportion of men and women in public office and various government sectors, by employment. Judging by the survey results, women are not appointed to key positions in the state governance sector, a very small number of women are holding manager’s positions, moreover, the number of women in some ministries exceeds that of men. In the executive body, i.e. in the Government, out of 18 ministers, there are only 3 women, and only 4 women as deputy ministers, the remaining 61 deputy ministers’ positions are held by men. In the legislature, there are 14 women out of 131 lawmakers.
In the human resources of the ministries, the ministry that hast the most women staff is the Ministry of Education and Science – about 68%. The next high rate of employment of women is in the Diaspora Ministry – 67%, then comes the Ministry of Economic Development and Investments – 66%. The number of women in the Ministry of Labor and Social Affairs prevails – 62%, in the Ministry of Culture – 58%, in the Ministry of Sport and Youth Affairs – 56%, in the Ministry of Justice – 53% and in the Ministry of Agriculture – 52%. In the remaining ministries, it is a men staff, so to say. The human resource in the Ministry of Health consists of 51% of men, the Ministry of Energy Infrastructure and Natural Resources – 52%, the Ministry of Defense – 52%, and the Ministry of Environmental Protection – 53%.
Since the survey reflected the indicators of the previous year and the ministry of territorial administration and emergency situation was not separated, hence it was mentioned as one ministry staff. The involvement of men in this Ministry is 56%, in the Ministry of Foreign Affairs – 57%, in the Ministry of Urban Development (note that this ministry turned into a committee after the formation of the new government) the men staff is 62%, the same number in the Ministry of Finances. More men are working in the Ministry of Transport, Communications and Information Technologies – 67%, and the leader of giving preference to men staff us the Ministry of International Economic Integration and Reforms – 73%. There is also more men staff in the Judicial Power – there are 54 women out of 217 men judges, 2 of the 9 members of the Constitutional Court are women. In other countries, there are just 3 women out of 40 ambassadors of Armenia.
According to the survey, the Board members of the Central Bank of Armenia consists of only men. The Head of all 10 marzes of Armenia are men, there are only 17 women out of 809 heads of communities. There are only 556 women out of 5758 community council members, and only 10 women out of 65 members of the Yerevan City Council. In the Police of Armenia, women make 18.2%. Most of the Rectors of the state universities are men – more than 80%. In our country, the leadership positions are mostly held by men – more than 60%, and in the total employees, men make more than 50%.
