Dear compatriots,
On the Eve of the New Year, as each of us individually, the Parliament, as a representative body of the people of Artsakh, also summarizes the achievements of the passing year, reassesses the things we own and delineates future tasks.
The passing 2016 has been hard and full of challenges not only for Artsakh but also for all Armenians. The war provoked by the enemy in April was a hardship and by facing it with dignity we have proved the invincibility of the unity of Armenians and our objective right to live on the Earth. Indeed, we have overcome it thanks to the Armenian glorious army and its courageous soldiers. Unfortunately, we had irreversible losses that replenished the composition of Armenian heros.
In the passing year, by festive celebration of the 25th anniversary of the Independence of Artsakh Republic, the whole world has been once again notified of the fact that we stand strong on the inviolable way to keep and prosper free and independent homeland. In this regard, we have taken an emblematic step by initiating a process of constitutional reforms of key imporantce for further development of the Republic.

Recently we have celebrated a quarter-century anniversary of the first parliamentary elections summing up the level of development of parliamentarism. Along with the legislative work, the Parliament takes steps towards strengthening the cooperation with foreign partners anchoring it in the high priority of international recognition of Artsakh.
Dear compatriots,
Stepping into the new 2017, I am sure that the coming year will also be marked in the history of newly independent Artsakh with new victories and achievements. Therefore, I wish all of us strong health, endless vigor and undistorted faith on our future path of freedom.
