Sergey Minasyan does not expect that there will be a significant progress in the foreseeable future in the negotiation process for the settlement of the Nagorno-Karabakh conflict, however, he believes that the OSCE Minsk Group endeavors to maintain the negotiation process. At the “Tesaket” press club, Mr. Minasyan spoke of the OSCE Minsk Group co-chairs’ visits to Artsakh and Armenia, saying that they observe more clearly the need for the installation of control mechanisms in the line of contact and confidence-building, which Azerbaijan denies. “One gets an impression that the Minsk Group wants to raise the issues of expanding the powers of Kasprzyk’s office and introducing confidence-building mechanisms. They want it because it can contribute to easing the tension,” noted Mr. Minasyan.
Referring to the likelihood of recurrence of the escalation in April, he expressed the conviction that currently, it would be more difficult for Azerbaijan to go to a new escalation. “The Armenian side shows that if there are developments like in April, it will go to increase of its own escalation if Azerbaijan continues threatening.” Speaking about domestic political developments, the political scientist noted that in all cases, he sees three forces in the Parliament: “Yelq” and “Tsarukayn” alliances and RPA.
