In Yerevan State University CIS Countries Institute of Armenian branch organized a discussion on entitled “The Security in the context of the development of political institutions of unrecognized states in the South Caucasus”.
Within this discussion Deputy director of CIS Countries Institute Vladimir Yevseev noted in his speech that Azerbaijan has occupied some regions of Artsakh, “In this condition, until those regions are not returned, the war will be inevitable even in the case of territorial exchanges and geopolitical conflict.”
Yevseev believes that the Azerbaijani side is inclined to compromise.
According to Yevseev, Artsakh becomes a normal state, are held in accordance with democratic standards, “Artsakh is developing even in time of war.”
According to the expert, leaving out Artsakh from cooperation process was a mistake. For Yevseyev, it is unlikely to achieve any result, if the current authorities straightened in Azerbaijan.
According to the expert, “The Karabakh problem should be solved not by giving some regions, e.g. according to Lavrov, Putin’s plan, but with the establishment of peace in Karabakh.”
The head of Artsakh analytical center Hrachya Arzumanyan noted that even at the time of war all official departments of Artsakh were working and today, there is Artsakh State in Artsakh territory.
