According to member of parliament from ruling Republican party of Armenia, historian Shirak Torosyan, the addressed assessment of OSCE Minsk group was due to the fact that Azerbaijan has lost its sense of proportion: “Azerbaijan was not only violating the ceasefire agreement but also it was not implementing the agreements reached in Vienna and Saint Petersburg,” told Shirak Torosyan to Aravot.am.
Pursuant to him, after the April war, the behavior of Azerbaijan forced OSCE Minsk group to make an addressed assessment.
