The head of “Modus Vivendi” analytical center Ara Papian thinks that non-productive negotiation on the question of Nagorno-Karabakh conflict is more preferable than war: “I think a lot of people have ceased hoping that reaching a resolution of Artsakh issue by means of negotiations is possible because Azerbaijan not only has not softened its position but toughened much more.”
