During the third conference of Armenian parties, held on June 16-18 in Stepanakert, both Armenian and Artsakh delegates expressed the idea we should leave out the term “compromise” from our vocabulary for a while, and we should not speak about possible territorial concessions. The head of the “Republic” party and a deputy of “Yelq” faction Aram Sargsyan started his speech this way, “As Vazgen Sargsyan’s brother I would not forgive myself if I had not said this. If Baku says that the Lake Sevan is theirs, it does not mean we should say that Baku is ours. Compromise is the problem”.
One of the conference agenda issues was the role of political parties in the new circumstances conditioned by constitutional reforms in Armenian states. In particular, the questions about the risks in the parliamentary system in terms of safety in case of large-scale military operations’ resumption, and the expediency to have different forms of government in two Armenian states, etc., have been discussed. A member of Artsakh ARF faction, Armen Sargsyan asked, “We had been trying to join Armenia since 1988. Why did Karabakh try to secede from Armenia? If we unite tomorrow, should we again abrogate the Constitution?”.
Considering the question in another context, Aram Sargsyan said, “When Artsakh’s and Armenia’s current presidents Bako Sahakyan and Serzh Sargsyan will put forward their candidature for the third time profiting by the occasion of Constitution change, definitely, both internal and external public will consider it bad and regressive. And that, in my opinion, is natural. After that, the newly “adopted” constitution will turn into a useless piece of paper with no value.
This is obvious and predictable, especially that the two presidents do not deny, but also constantly work to justify their irreplaceability. Therefore, these discussions are formal and meaningless lectures on law.”
