“The requirements of “Sasna Tsrer” were mutable. On one hand, it was said that treacherous processes go on Artsakh border, on the other hand, to what has brought the policy of the authorities”: stated legist Artashes Khalatyan, during the discussions entitled “One year after the July crisis: limits of the right and violence of rebellion”. As he said, it was not precise what requirements “Sasna Tsrer” nominated: “The rebellion presupposes radical change of the political elite, which should have an ideological basis. The rebellion initiator should have legitimacy around the society as well.”
Political activist Vahe Gevorgyan, on his part, expressed his conviction implying that the citizen can participate in an armed operation or not, but has not right to blame on the ones undertaken such action: “There are no legal levers on the authority present, the price of their coming to power were the victims of March 1. No other way remains but to have witnessed the developments of July of the previous year.”
Political scientist Ara Papyan urged the authorities: “Do not cause problems for yourself, give the power back to the people, otherwise the migration will gain strength. Remember, the surveys of the BBC in Yerevan streets during July incidents: they could not find anyone who would condemn the situation. It was viewed as a desperate move.”
