During the parliamentary assembly of Organization for Security and Co-operation in Europe held in Minsk, there was a “bombardment” between the head of the delegation of Azerbaijan, the vice speaker of Azerbaijan’s Milli Majlis, Bahar Muradova, deputy head of the delegation Azay Guliyev and the Armenian delegation. Azerbaijanis referred to July 4 border escalations, presenting that allegedly the Armenian side bombarded the peaceful population – there are victims.
Aravot.am asked the head of Armenian delegation to OSCE PA to present the situation in details. She replied that the Azerbaijani colleagues, according to tradition, presented the part of the situation, which is in their interests, and tried to create tensions in OSCE Parliamentary Assembly. Hermine Naghdalyan said that she has given an equivalent counterattack: “Immediately I answered referring to the past incidents starting from April war and Vienna and St Petersburg agreements that the control measurements should have been placed on the line of contact long time ago, which are not placed because of Azerbaijan. But the Republic of Armenia has placed it unilaterally and can provide the world accurate information who has started, who has shot first”.
According to Hermine Naghdalyan that the Armenian delegation is going to distribute the members of OSCE PA the information of the Defense Army of the Republic of Artsakh about escalations on border, also they are going to provide the announcement of OSCE Minsk that Azerbaijan is the initiator of violation of the ceasefire and should abstain from such tensions. Ms. Naghdalyan told us that Azerbaijanis two or three times tried to present their point of view also referring to the works done by the Minsk group: “They announced that the works done by the Minsk group are not enough, and their electorate asks them that why after more than 20 years there is no result, I again asked permission to speak and they got an equivalent answer. I felt from the responses of OSCE colleagues that they understand very well. That is to say that everyone’s position is that they have learned to shift the blame: Azerbaijanis initiate and then shift the blame onto Armenians. They begin, try to create tensions, then they regret it”.
Hermine Naghdalyan recorded that the information provided by the Defense Army of the Republic of Artsakh allow to convince with the exact hours and details that the initiator of all this is Azerbaijan.
We asked her do the members of the Azerbaijani delegation manipulate the death of the 2-year-old child, Hermine Naghdalyan informed us that they tried to spread a picture and to talk about the victims, but they have got an equivalent answer. To the another question that do the members of Parliamentary Assembly gave equivalent answer, Ms. Naghdalyan answered that there was no official assessment, but during the personal meetings the members say that Azerbaijan behaves the same way, which is tiresome, everyone understands that as a rule these escalations are preceding or are following the international high-ranking meetings, visits, conferences` to attract attention.
Referring to the behavior of Azerbaijani delegation noted that maybe they have thought that the Armenian delegation is a newcomer, has no connections, but they are mistaken, as they have got an equivalent response.
Let us remind you that the members of the Armenian delegation to OSCE PA are Hermine Nagdalyan from ruling Republican Party of Armenia, Tigran Urikhanyan from “Tsarukyan alliance”, and Ararat Mirzoyan from “Yelq”.
