“Before Khojaly events, Azerbaijan had spread news in 1992. The operation still not commenced, we received such news by radio. Now I am convinced that this is a provocation and a ready-made scenario. One of the foreign journalists has seen that in between the houses of Alkhanli village traces of heavy artillery are in place which has been removed before the arrival of the journalists. Within 24 hours the journalist was exiled from Azerbaijan”, informs human rights defender Larisa Alaverdyan, the first Ombudswoman of the Republic of Armenia, addressing the attacking operations by the adversary in recent days on Artsakh-Azerbaijan border (Azerbaijan has deployed military object in Alkhanli village nearby the border: the Armenian side has given a response, an Azeri child and a woman are dead).
“In April of the previous year, when a 12 year old Vaghinak was killed and a few children were injured, the issue reached the European Court of Human Rights. I am sure that that information has reached also Azerbaijan where respective efforts have been made. I am convinced that in the latter case those two victims are the victims of Azerbaijan’s criminal policy”, adds Mrs. Alaverdyan.
The first Ombudswoman of the RA is sure that the Republic of Artsakh acts proportionately in this situation: “RA and Artsakh authorities should operate to some point the way one acts in a war situation for the public not to fall into panic. It should be specified that Azerbaijan has adopted this policy. The Armenian side should, at last, apply to the Minsk Group to impose peace on Azerbaijan. The artillery deployed in Alkhanli village threatens also the Armenian population living nearby the border: a legal case can be started by applying to the United Nations Commission on Human Rights.”
