In the domestic political field of Armenia a relative calmness is in place, which was expectable. “We go ahead of problem-2018. It constitutes the end of Serzh Sargsyan’s term of office and Armenia’s total entry into an era of parliamentary governance and the shift of the package of those changes into a reality”, notes political scientist Ruben Mehrabyan.
Pursuant to him, the issue is – where the real authority will be located, forasmuch as it is not in the Parliament today and there are no prerequisites for it to be there: “The real authority will proceed being located off the Parliament, but the problem lies exactly in how that de facto authority is going to be and whether it has an answer or not, but does not give the incumbent authority.”
