During the discussion of the annual activities of the Human Rights Defender at the NA, Vice-Speaker of the National Assembly Arpine Hovhannisyan touched upon the applications of detention.
She said she agrees with Arman Tatoyan, that the practice of applying detention must be changed, “I think the Human Rights Defender is right, detention should be considered and viewed as the last mean, not as a mere satisfaction mean. Both the Attorney General and the Human Rights Defender emphasized the Criminal Procedure Code, we must do everything to discuss and change the Code as soon as possible”.
According to Arpine Hovhannisyan, judges apply detention as a preventive measure, to avoid problems, “Even in cases where they think they could avoid applying, they prefer to apply. If we create an alternative in the Criminal Procedure Code: home detention, etc, we will have an effective tool for changing the practice”.
