Convicted Armenian Truck Driver Hrachya Harutyunyan Extradited from Russia

Armenian citizen Hrachya Harutyunyan, who has been sentenced to 6 years and 9 months in prison in Russia for his involvement in fatal bus crush, was transferred to Armenia to serve his sentence at home.

Armenian justice ministry said in a release the transfer was implemented in accordance with the procedure established by the 1983 European Convention on the Transfer of Sentenced Persons for the continued enforcement.

The release recalls of the Article 10 of the Convention, stating the enforcement shall be bound by the legal nature and duration of the sentence as determined by the sentencing state, while the accepting state may adapt the sanction to the punishment or measure prescribed by its own law for a similar offence, “to not aggravate, by its nature or duration, the sanction imposed in the sentencing State, nor exceed the maximum prescribed by the law of the administering state.”

To note, on July 13, 2013, near Russia’s Podolsk Village, truck-driver Hrachya Harutyunyan in his “Kamaz” vehicle crashed into a passenger bus, as a result of which 18 people died. He was sentenced to 6 years and 9 months in prison. Pursuant to his verdict Hrachya Harutyunyan has been pleaded guilty under two articles_ violation of vehicle operation and traffic rules which causes grave consequences and usage of fake documents.
