How much do the elections held on 19th of July, as a result of which Bako Sahakyan was elected for the third time, contribute to the processes of democratization in Artsakh? Adviser-consultant of NKR Permanent Representation Garnik Isagulyan touched upon this topic discussed nowadays at the press club.
Mr. Isagulyan says that after the four-day war it became clear that transition to the parliamentary system is not suitable for Artsakh at this stage, although the bill to move to the parliamentary system was ready. Strong presidential system was preferred. If we say strong presidential, other areas: human rights, etc., did not retreat from democratic norms. Vice versa”, he said, adding that only in case of emergencies, such as if Azerbaijan makes another attack, vertical governance mechanism will work effectively.
Since the new parliament was elected, and for the president’s term of office remained one year, and according to the new Constitution, those elections should be held at the same time, it was decided that the best option was to consider the period till the next parliamentary election as a transitional period, in the meantime allowing the parliament to elect a president.
Garnik Isagulyan does not think that after holding the office twice, this is the third term of Bako Sahakyan’s tenure, because he thinks that the public wanted him to rule.
“Artsakh is an established state”, said Garnik Isagulyan adding that many works are being carried out in Artsakh, including the frontline: “Artsakh becomes a self-sufficient state”.
