If only OSCE MG Co-Chairs and representatives of Co-Chair countries spoke about the possible meeting of Armenian and Azerbaijani Presidents in near future, one could think that it was just a wish. But several factors suggest that this time we are dealing with a specific process, which, if there are no force majeures, will have a specific result.
First of all, Serzh Sargsyan personally spoke about Aliyev’s meeting positively. “They (OSCE MG Co-Chairs) asked us about our position on organizing a high-level meeting, we responded as follows: we do not have particular expectations from such meetings, because such meetings should be prepared, while preparatory work implies a position on concrete proposals, there is no work, but nevertheless, we are not against any meetings and are always ready to meet”, said Serzh Sargsyan in the interview on July 17.
A few days later, in Sochi, Vladimir Putin had a non-official meeting with Ilham Aliyev. According to the media, this meeting was not planned in advance, and Vladimir Putin invited Aliyev to Sochi at the last moment. Welcoming the Azerbaijani President, Vladimir Putin noted the topic of their conversation: “The situation in the region is unclear, hopefully during today’s meeting we will be able to find solutions to all the difficult issues”, said the Russian President. Of course, it refers to the Nagorno-Karabakh conflict, the agenda issue of which is the resumption of the negotiations.
