Manners to speak

I want to address to my beloved and it seems to me important topic: not only the content of what is being said is important, similarly important, or perhaps more important is “how” it is said. We witnessed such case yesterday as well. In Gyumri Karen Karapetyan was asked by a journalist about when workplaces would be opened in the zone of disaster. Actually, as to me, it is not a question, it is a criticism, a rebuke, a complaint implying that the unemployment rate is extremely high in the disaster zone, that people are not able to keep their families, people feel themselves stressed and incomplete and all that makes them leave for “Russias”, where life is not that wonderful, but it is possible to find a job.

As a complaint all that is undoubtedly fair, but inasmuch as it is introduced as a journalist’s question, honestly speaking, I see an issue here. Firstly, in the conditions of market relations, the government does not open workplaces, it is done by employers, owners. The government’s mission, as far as I understand, is to create an environment to increase the number of the owners and for them to operate as freely as possible (if it is done or not is another question).

Then, the pronoun “when” is not relevant here. Maybe: “what does the government do to contribute to the opening of workplaces?” The question voiced, in a word, was not correct. However, as a response to that question, the PM, as he is used to, again got angry and it came out he was not able to communicate with the journalists again, and on a larger scale – the public.

Although everything I wrote here could have been said in a calm, peaceful and worriless manner. Naturally, the Candidate of Economics would explain those nuances better than me. Generally, I am for the “asymmetric” responses. For example, “Zvezda”, “First Channel”, “NTV’s” disrespectful expressions made against us, should not be responded by a heavy swearing. If you want to make your voice hearable, you should respond by something a level higher than your opponent has said. Otherwise it becomes a quarrel, and in that case you cannot deliver the correct sense of what you intended to say. Not responding is also a good option. But in case of officials, that option does not work, they are obliged to respond.
