Taking into consideration the fact that in January, in the meeting between the Foreign Ministers of Armenia and Azerbaijan in Krakow, an agreement was reached to increase the number of OSCE monitoring observers in the contact line over the Artsakh conflict (which is one of the agreements of Vienna and St. Petersburg), the issue will be included in the agenda of the co-chairs’ regional visit. Narek Minasyan, head of the Analytical Center for Applied Policy and Research “Hayatsk”, said this during an interview with Aravot.am.
Let us remind that the OSCE Minsk Group co-chairs’ visit to the region started recently, they will visit the Ministry of Foreign Affairs of Armenia tomorrow.
“There seems to be some progress, but of course, it is not enough. However, we can say that the ice has started to move, Vienna and St. Petersburg agreements may be implemented”, Narek Minasyan noted.
He stressed that after the April military actions, Azerbaijan avoided the implementation of agreements of Vienna and St. Petersburg in all respects. “During this time the co-chairs were trying to find common ground so that both sides would be satisfied. It seems they managed to find the formula. The fact that Azerbaijan was trying to overthrow the agreement is a fact, and it is evident for the co-chairs.
According to the political scientist, Azerbaijan will not be able to easily maneuver and will have to make concessions and fulfill the agreement. But this should not be called “concession” since Azerbaijan had previously agreed on the Vienna and St. Petersburg agreements, and later avoided of those”, our interlocutor noted.
