Aghvan Hovsepyan informs Investigative Committee staff about his decision to resign

Chairman of the Investigative Committee of the Republic of Armenia Aghvan Hovsepyan had a meeting with the staff of the Investigative Committee and thanked for the joint work done for the establishment of an independent investigative body.

Hovsepyan informed the staff about his decision to resign and expressed hope that they would continue to fulfill their constitutional powers with dedication and responsibility, to ensure the welfare, fairness, and justice of our country.

“I have decided to resign. I wanted to inform all of you about it. I would like to thank all those with whom I have worked for 45 years in the legal system. I want to thank you: we have been working together for about four years.

Looking back over the past four years, I see and realize that a great deal of collaborative work has been done. Most importantly, we have created and established the Investigative Committee of the Republic of Armenia: it is the result of our joint work. I wish success to the new leadership of the Investigative Committee. I will follow to every positive step with pleasure”, Aghvan Hovsepyan announced and added: “I want you to unite together around an ideology with the leaders who will assume the post in the Investigative Committee tomorrow”.

The Investigative Committee Chairman stated that during these years they have managed to ensure the independence of the investigator from the courts, prosecutors, local self-government bodies, governors, the government, the legislative power, by the legislative regulations. He also attached importance to internal independence:

“Your self-esteem is in the ability to make independent decisions, and when you do not know how to make a decision, follow the law”, addressing to the staff, said the Chairman and called on them to refrain from politics while exercising constitutional powers.

“But that does not mean that you have to stay away from social life. To live in society and not to be part of it is impossible. You should be able to distinguish between social activity and politics”.

Aghvan Hovsepyan started his professional career in the law enforcement system since 1974, right after graduating from the Yerevan State University, the Faculty of Law.

He worked first as an investigator in the Segezha region prosecutor’s office of the Karelian Autonomous Republic, then from 1978 to 1986, he worked in the prosecutor’s office of Nagorno Karabakh, first as a senior investigator, a prosecutor’s assistant, and then head of the investigative unit, assistant of Martakert prosecutor.

Since 1986, he continued his professional career in the Armenian Prosecutor’s Office, where he served until 2013. During these years he was appointed Armenian Prosecutor General for three times.

In 2013, his term of office as the Prosecutor General expired and in the same year he was appointed Chairman of the Legal Support Committee for the formation of the Unified Investigation Body. In 2014 he was appointed Investigative Committee Chairman.

Hovsepyan stated that he will continue to engage in creative, scientific, pedagogical and social activities
