“We don’t want a presidential-level invitation. We need a guarantee that our observers will be allowed into the voting centers. If state bodies give us this guarantee, they should also then send the invitation,” said the Secretary General of the Congress of Local and Regional Authorities of the Council of Europe, Andreas Kiefer, in response to Aravot.am’s question about the reason behind the CoE rejecting the offer to observe the Yerevan City Council elections.
The Secretary-General said that they also will not be participating because they are not able to. He explained, “There will be elections in Bosnia and Herzegovina that same Saturday and Sunday too. We can’t be observers in two different elections at the same time. This is the reason why we will not be able to attend. We are sorry, but we can’t be present and we can’t observe the Yerevan City Council elections.”
