“There is no such thing as absolutism, and the phrase “absolute immunity” does not exist in the Constitution,” said President of the Supreme Judicial Council and former President of the Constitutional Court Gagik Harutyunyan.
According to second President Robert Kocharyan’s lawyers, former presidents are granted immunity by the constitution and cannot be subject to criminal liability for actions taken during their time in office.
“The constitution clearly states that immunity is granted after they leave office regarding issues during time in office. That means that immunity is not absolute,” Harutyunyan said.
Gagik Harutyunyan declined to answer any more questions.
