Acting Minister of Justice Artak Zeynalyan spoke to reporters on November 3rd about the poor conditions of several penitentiaries. He said that there is a governmental plan to create a fund for the penitentiaries. They are looking for ways to renovate the penitentiaries.
“There are at least two penitentiaries that need to be renovated- the one in Nubarashen and the one in Goris. We also have set aside one billion drams for the new penitentiaries (overall it is 4.9 billion). That was for renovating the Goris penitentiary, but that is no longer included in the plans due to the small budget,” the acting minister said.
Zeynalyan also spoke of investments in the transitional justice system. He said that this issue can be solved when the new parliament is formed. He added that consultations, meetings, and studies are being carried out, however, it is still to early to present plans to the public.
