Zohrab Mnatsakanyan regarding steps needed to return Artsakh to negotiations table and results

Reporters asked Minister of Foreign Affairs Zohrab Mnatsakanyan at Yerablur about what steps have been taken over the past 8-9 months to return Artsakh to the negotiations table, since Nikol Pashinyan frequently says that he cannot negotiate in the name of Artsakh. “It is obvious that all these issues are a matter of discussion. One format was what was used for 20 years, where negotiations took place in a way that was known to everyone. What the Prime Minister says is essential for us in a practical sense. The Prime Minister of Armenia represents the Republic of Armenia and he was elected by citizens of Armenia. The authorities of Artsakh were elected by the citizens of Artsakh. We cannot take on all responsibilities confidently without Artsakh. This is a practical issue which has to do with the effectiveness of negotiations.”

The minister did not agree with the observation that negotiations are in a deadlock. “What do you mean when you say in a deadlock? Negotiations have been taking place ever since the Minsk Group was formed in 1992.”
