Government to provide new opportunities for cattle-breeding and horticulture development

A Cabinet meeting was held today, chaired by Deputy Prime Minister Tigran Avinyan.

Before discussing the agenda issues, Minister of Emergency Situations Felix Tsolakyan said that they were negotiating with the International Red Cross to support the flood victims in Iran. It is planned to send cars, equipment and rescuers to Iran. Deputy Prime Minister Tigran Avinyan stressed the importance of rendering assistance to a friendly country and instructed to organize all necessary work in this direction as soon as possible.

The Government approved Armenia’s cattle-breeding program for 2019-2024. It will help develop cattle-breeding in our country through qualitative improvement of existing herds, and increased number of pedigree species with high productive value. Accordingly, it is envisaged to subsidize interest rates (up to 10 percentage points of subsidization of a 12% loan) for the purchase of pedigree animals.

Tigran Avinyan noted that through these programs the Government is taking steps to develop the given sector. “I find it important to go through system solutions in the framework of these programs and take into account a few chain links, that is, the training component, the acquisition of pedigree animals, etc. The Government and the State will support economic entities in this matter,” the Deputy Prime Minister said.

The Government next approved the State Support Program for establishment of intensive orchards, berries and grapes processing in Armenia. The Executive adopted relevant decisions aimed at revising the functions of the Office of Introduction of Cash Registers. In particular, it is envisaged to liberalize the procurement of cash registers, simplify the process of registration and de-registration of taxpayers, as well as to streamline the process of dismantling the CCM in case of the death of an individual entrepreneur or notary.

Touching upon the question, the Deputy Prime Minister noted that it was a painful issue, which from time to time gave rise to various complaints. “I think that the removal of the existing State monopoly and the liberalization of the market of cash registers will have a positive economic impact. Liberalization should be done step-by-step and as smoothly as possible because there are specific risks that need to be addressed over time.”
