“I spoke about this important issue in the Council of Europe where it seems that I have some supporters. They will join me to create a working group in the Council of Europe that will focus on the issue of educational rights for the populations of unrecognized states,” said Naira Zohrabyan, member of the Prosperous Armenia faction and member of the Armenian delegation to the Parliamentary Assembly of the Council of Europe (PACE).
She reminded that, according to the relevant UNESCO convention ratified by the Republics of Armenia and Azerbaijan, being an unrecognized state is not a reason to violate the educational rights of those living there.
“It also has to do with the educational rights of Artsakh’s students, as well as their right of healthcare, which has been greatly violated. There shouldn’t be anyone in the Council of Europe whose rights are not protected. I think we will be able to create a working group that will give an opportunity to unrecognized states, including Artsakh, to exercise their educational right in Europe. By the way, there is also the issue of their diplomas being unrecognizable, which is why they are left out of Bologna’s educational programs, which is a brutal violation of the UNESCO convention,” said Naira Zohrabyan.
