Vice President of the Republican Party and former chair of the National Assembly Committee on Foreign Relations Armen Ashotyan posed several questions in his article.
“What are the contents of negotiations in this stage? In what context are the co-chairs using the ‘substantive negotiations’ term? And finally, is Azerbaijan still dissatisfied with the content of negotiations after the April War?
Perhaps this ‘substantive’ term is being used to counter assurances made by the Armenian side that the negotiations are being carried out in accordance with the format, but not for resolving the conflict.”
