Statement of the Conservative Party of Artsakh (Nagorno-Karabakh)
Dear compatriots, friends and party members,
We all understand that the future of Artsakh largely depends on the country side, the development level and strength of its villages.
The development of the countryside has a special place in the Artsakh Conservative Party program, and we are elaborating a corresponding strategy in this regard. I would like to present some points of this strategy that are new and have not been presented or discussed anywhere and in any way before.

According to our strategy we propose classification of some villages and provide them various types of statuses, in particular:
1. Villages included into the “DEMOGRAPHIC RED BOOK”. These are villages on the verge of depopulation or extinction. In order to prevent their disappearance, special programs need to be developed and implemented to maintain and increase the population of these settlements and create the basis of their development.
2. FRONTIER OUTPOST SETTLEMENTS. These are the settlements that have to carry out the mission of border protection. We should differentiate these from the concept of borderline villages, and their economic activities should be first and foremost interconnected with the needs of the nearby Army units.
3. SUB-REGIONAL CENTERS. In our country the notion of “sub-region” is mainly geographical, sometimes even formal. However, the formation of the sub-regional center system is necessary, if not urgent. The settlements that are geographically in the center of a number of settlements and are on crossroads between them should become the sub-regional centers. They will be the hubs with medical aid stations, agricultural technology parks and other infrastructures to be concentrated there. To avoid unnecessary bureaucracy and related inconveniences, their village administrations should be connected to the relevant departments of the regional center via the Internet and provide different types of services to the local population, including the provision of references and various documents.
The aforementioned approaches can play a significant role in the development and strengthening of Artsakh villages.
