Vahe Enfiajyan’s speech at 53rd meeting of the PABSEC committee on economic, commercial, technological and environment affairs

On September 18, in the city of Giresun, Turkey the 53rd Meeting of the PABSEC Committee on Economic, Commercial, Technological and Environment Affairs was held, where the Vice President of the RA National Assembly Vahe Enfiajyan also delivered a speech. The Deputy Speaker of the Parliament in his speech noted:

“Dear colleagues, ladies and gentlemen, I welcome all the participants of the 53rd Meeting of the PABSEC Committee on Economic, Commercial, Technological and Environment Affairs!

The effective and literate economic policy always gives serious guarantees for pursuing more favourable policy by the coordinating countries.

The Parliamentary Assembly of the Black Sea Economic Cooperation is one of the organizations, where the abovementioned ideology is discussed by the member states, and if possible, we should use all necessary means for the latter’s implementation.

I am sure that we have good perspectives for implementing the general programmes with the partner countries, however they are not fully carried out under the light of certain circumstances.

In this direction we should provide closer cooperation and attention, in the bilateral, as well as multilateral partnership formats.

Colleagues, I think that as me, as well as great part of the attendees would like to see the Parliamentary Assembly of the Black Sea Economic Cooperation as a platform of effective cooperation between the parliamentarians of the participant-countries of the Black Sea Cooperation Organization, but not a place for animosity and campaign.

Dear colleagues, I would like to touch upon the announcement made by Eldar Guliyev during the 53rd Plenary Meeting of the Parliamentary Assembly of the Black Sea Economic Cooperation in Baku.

Mr Guliyev not only distorted the situation in the Azerbaijani-Artsakh conflict zone, but also threatened by war against my country with the aggressive rhetoric and policy of the leadership of the Republic of Azerbaijan; this tribune does not allow using more distinct characterization. This is one more effort of the Azerbaijani side for reserving them the right of beginning a new war against Armenia and Artsakh Republic.

We consider inadmissible the right of deciding their destiny by the people as the efforts of presenting aggressive action, as well as avoiding the responsibility of the aggressive anti-Armenian policy which has turned into armed aggression against Artsakh Republic and the Republic of Armenia.

It is also senseless to present the saboteurs killing the civilians as military prisoners.

With regards to ethnic cleansing, Mr Guliyev wants to put the whole guilt on the others. The world remembers the Armenian massacres in Sumgait, in Baku and other settlements of Azerbaijan which has taken hundreds of civilians’ lives, as well as the civilians’ massacre in the village of Maragha. The Armenian side cannot instigate the war, and one of the consequences was the flow of the refugees from both sides, including about 350.000 Armenians escaped from Azerbaijan.

The announcements of the Head of Azerbaijan mean that the strategic goal of Baku is not only the invasion of Artsakh, but also the invasion of Syunik Marz/Region of the Republic of Armenia and even the capital Yerevan.

I believe you will agree with me that such announcements cannot promote the dialogue between the sides.

In this direction I would like to underline that our country has always announced at high level that the settlement of Nagorno Karabakh conflict shall be admissible for the peoples of Artsakh, Armenia and Azerbaijan.

At the same time the leaders of Armenia once again have underscored that they are for the peaceful settlement of the conflict. Nevertheless, we have heard nothing peaceful from Baku.

In many member countries of the Parliamentary Assembly of the Black Sea Economic Cooperation the parliaments are considered to be as a main democratic institute – the embodiment of the people’s will through free elections.

We can confidently say that the elections held in Armenia on the previous year correspond with this provision. We are also sure that the elections will be held in the Artsakh Republic in accordance with democratic high standards. The last elections of the local self-government held in Artsakh confirm our trust.

We believe that the legal legislative power is a necessary element of democratic development and peaceful policy. Taking as a basis all this we are full of hope that the cooperation with the colleagues of the Parliamentary Assembly of the Black Sea Economic Cooperation will be fruitful.”
