“Ladies and gentlemen, dear participants of the International Conference on the theme Role of Interaction between the Parliamentary Factions of Political Parties and Allies in Inter-Parliamentary Cooperation of the CIS Countries, dear Sergey Ivanovich, I thank you for inviting me to the International Conference. I welcome all the attendees of the State Duma of the Russian Federation.

Dear colleagues, we have close ally, inter-party and inter-parliamentary relations which are characterized with great intensiveness of mutual visits and meetings at the highest levels.

More than 250 inter-state, inter-governmental and inter-institutional treaties and agreements, including the Friendship Treaty were signed between two friendly countries.

Dear friends, this year we marked the ten years of signing the Memorandum of Cooperation between the Prosperous Armenia Party and Yedinaya Rossia (United Russia) Party. The Chairman of our party Gagik Tsarukyan has repeatedly stressed that it is time to strengthen our friendly relations, and we are ready to continue our projects, programmes and support, as such relations promote the prosperity of our countries.

Our cooperation is prior and has strategic approach. On October 12 of this year during the official visit of the delegation led by Mr Neverov an agreement was reached to create a working group, which would be involved with inter-faction and inter-party relations, youth programmes, as well as the solution of the partnership problems in the international venues.

The world develops, and the problems which we face also develop. And we can overcome any difficulty only due to united and literate work. The geopolitical developments tell us that we should always be ready for any kind of change.

I have also voiced about the above mentioned in my report of the International Conference the Prospects and Opportunities for Strengthening Security and Cooperation in Europe held in Kaliningrad on September 27-28. I will remind you that experts on security, organizations of Russia and international security cooperation, more than 30 European states took part in the Conference. Two-day active discussions took place with the participation of the representatives of political structures of different countries.

Afterwards my ideas and my colleagues’ ideas were mentioned in the collection of the documents, articles the Security and Cooperation in 21st Century Europe. Mr Klimov will confirm that such event allows observing the situation from other viewpoint and find new proposals and visions.

Dear colleagues, we always highlight our cooperation which develops at the highest level led by the Head of the Prosperous Armenia Faction Gagik Tsarukyan, Deputy Chairs, the two Committee Chairs and the heads of the two sides’ party structures.

I am sure that we should strengthen the friendship between the two countries’ peoples through ally wide cooperation, the intensive deepening of relations in all spheres, stable peace and the guaranteed security provision in the Caucasus Region, as well as in the whole world.

Dear colleagues, let me once again thank you for the invitation and trust: this Conference is one of the best platforms for the discussion of the issues on inter-faction and inter-party cooperation.

I wish to all participants of the Conference effective working discussions.”
