Assessing the civil society environment in Eastern Partnership countries

EU NEIGHBOURS. The European Centre for Not-for-Profit Law (ECNL) has launched a new website assessing civil society environments in the EU’s Eastern partner countries.

Based on a unique methodology,the CSO (civil society organisations) Meter has been designed to support regular and consistent monitoring of civil society environments in the EaP countries.

On 3 December, the centre and its partners from the EU’s six Eastern partner countries (Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova and Ukraine) will present the findings of the CSO Meter pilot monitoring at the event in Brussels.

They will highlight the key trends and developments shaping civil society in the Eastern Neighbourhood region.

The event will take place at rue d’Assaut 15 in Brussels. You can register until 21 November by filling out a form located here.

The CSO Meter has been launched to support the regular and consistent monitoring and assessment of the environment in which CSOs operate in the EU’s six Eastern partner countries.

Consisting of a set of standards and indicators, the CSO Meter helps to evaluate CSOs’ legal framework as well as the situation in 10 areas. These areas include freedom of association, assembly and expression, access to funding, right to privacy and more. The CSO Meter was developed through a highly consultative and collaborative process and was tested in three rounds with more than 800 CSOs across the region.

Developed as part of the EU-funded ‘Monitoring Progress Empowering Action’ project, the CSO Meter has already been piloted and local partners developed country reports based on it in 2019.
