The government decided to declare a state of emergency in Armenia during a special session of government due to the spread of the coronavirus, the WHO declaring it a pandemic, and the situation that arose from the spread of the coronavirus among residents of Ejmiatsin.
The draft of the decision to declare a state of emergency was written by the Minister of Justice, Rustam Badasyan, and he presented a changed version of the draft after an hour-long break where he made several changes to it. According to the new document, the state of emergency in Armenia will take effect from March 16, 2020, at 18:00 local time until April 14, 2020, at 17:00 local time.
According to the draft, citizens of Armenia and their families are allowed to cross the border, which includes members of their families who are not Armenian citizens, officials who are not Armenian citizens who will be visiting Armenia as well as their guides, people working for diplomatic representations in Armenia and their families, and people who are not Armenian citizens but have a legal basis to live in Armenia.

People who are not citizens of Armenia who are attempting to enter Armenia from countries (territories) included on the list of countries (territories) defined as being in a tense situation due to the virus, or who have been in those countries within 14 days of entering Armenia, are not allowed to enter Armenia aside from a few exceptions:
- Diplomatic representatives, consulate officials, representatives of international organizations, and their families;
- Cases where the commander has taken into account the epidemic situation in those countries (territories) and has granted permission for people from those countries (territories) to enter Armenia; and,
- Other individual cases at the discretion of the commander.
Armenian citizens, with the exception of those who carry goods, are prohibited from exiting the Republic of Armenia via land border crossing.
